Answer: No because department words are words commonly used together and department doesn't have to words in it.

Examples of compound words:

•Superhero (Super and hero)

•Snowball ( Snow and ball)

•Cellphone ( Cell and phone)

The word department has the words depart and ment. Ment isn't a real word so Department isn't a compound word.
