one of the difference is that in the MBO process, goals are set jointly with the person responsible for achieving it.
Traditional goal setting usually will display the end goals of the organization, without any further specification. Management by objective usually will determine the goals with additional specification, such as what steps must be taken, which members of the organizations are responsible for each task, when is the deadline, etc.
